Similar functionality to Power BI selection pane with the ability to select & layer visuals in our mockup.

It is impossible to layer a background image because the image visual will pop up on top of any other visual when hovered over.

I agree with this request. I'd also add that Mokkup seems to have some concept of layering, but there's no way I can find to control it. It seems like each element has its own layer, and new elements always add a new top layer.

Here's the scenario I've run into multiple times. I create a bunch of visuals, organize my layout, but then I decide I'd like some background shapes to logically group everything. The new shape elements I add show on top of everything else.

So, I have to:

create copies of all my visuals, so the new copies are on the "top" layers
delete all my old visuals
reposition all the newly made copies back to where the originals were
